When the roof leaks, at least you know it's raining outside. It's easy to create project management processes- what's difficult is implementing them and correcting them in place. There is no such thing as a perfect system, you can either extend resources and dollars in trying for perfection OR put a framework in place that will provide the base processes with some focus in areas that could potentially cause issues - then let it rain and see where the leaks are. Keep the patch kit handy, set people's expectations and be in the mode of continual improvement.
